well it depends on what type of turtles you have?? aquatic, land, big small???
take them to the vet, they may be able to diagnos with something.
try putting them outside to catch some rays! seriously the vitamin d from the sun and Uv ray are essential to their health.
you may be feeding them the wrong things as well. do some research on the species you have and what they should be eating.
if one of them appears unwell then you should seperate them so that the other does not catch it.
some people don’t like to take small animals to the vet because they believe its a waste of time! HAHAHA i take all of my animals to the vet regulary and i don’t own a dog or cat!. and a lot of small animals live longer than dogs or cats, red ear sliders can live 25 years, my sulcata toroise can live to be 100!!!!! so i feel that taking them to the vet is not only important for them but important for me to ensure they stay with me as long as possible, and it is an investment taking them to the vet esecially because of their lifepan

If the turtles have been eating and have stopped recently, it is probably a matter of temperature. The water should be about 80°F and the basking site about 10°F hotter. It might also help to tempt them with a nice tidbit, like a live earthworm or two.

I’m going to guess that you have red-eared sliders. They are notoriously nasty, especially in a too-small tank. The big one is trying to get the best basking spot etc. for itself. You may have to get a different tank and keep them apart.
