By now they have laid eggs and you have dozens of juveniles. They won't bother your dogs. They won't bother anything in the lake that is too big for them to eat. They will take some of your fish, mostly small, sick, or dead ones. They won't get all of them. You have set up a habitat and nature is establishing a balance. To eliminate most of the turtles drain the lake and catch them. You will miss some. EDIT Water snakes will only defend themselves and eat a few fish (small ones). It's a perfect habitat for turtles. Unfortunately you want to use it for something different then a habitat. The turtles probably won't bother the dogs as the dogs will be splashing and swimming fast. The fish population is another story, but I doubt the turtles will eat all the fish.
