How do I know when my turtles are ready to reproduce?

Okay, now that I have established that my turtles are male and female I need to ask: When are they mature enough to produce offsprings?? What do I have to watch out for in case this happens? Where will they lay their eggs? My tank only has a basking area, no sand or anything like that. I wonder if they need sand or something like that to lay eggs?     How have you established you have a male and female?

    I still think you have a one dominant turtle & one starving bullied turtle. But without seeing your turtles & setup, everybodies answers are all just guesses!
